Congressman Onder Introduces the No Harm Act

Tuesday, April 1, 2025
Washington, D.C. – Today, Congressman Bob Onder introduced legislation to protect children from the dangers of the pediatric gender conversion industry. If passed, this bill would preserve parent’s right to decline sex change drugs and procedures, protect the rights of healthcare providers who decline to provide these treatments, and protect taxpayers from being forced to fund the chemical castration and mutilation of our children.
“Just as President Trump said in his joint address to Congress, our children should be raised in a world that tells them they are wonderfully and beautifully made by their creator – not convinced of the lie that they are born in the wrong body,” said Congressman Onder. “This legislation takes a major step in codifying President Trump’s Executive Order into law, as well as expanding upon it to protect parents and healthcare providers from the radical gender ideology cult.”
This legislation uses a multipronged approach to protect parents including assurances that the state cannot remove their child based upon the parent’s refusal to consent to chemical castration and mutilation of their child. It also ensures that parents receive a list of all potential side effects associated with these treatments including permanent risks to fertility and sexual function. Finally, the bill places full responsibility for consent in the hands of parents, preventing K-12 schools or “gender clinics” from enabling or providing such treatments to students without the written consent of a parent.
Under this legislation, medical providers will be held accountable for any physical or psychological harm they may cause from providing these treatments. It will also protect providers who refuse to provide these treatments from potential repercussions. Providers would also be banned from performing female genital mutilation even under the guise of “medical necessity” for the purpose of sex change, and could be prosecuted for offering the procedure under current laws already banning the practice in cases without medical necessity.
Finally, this legislation protects the taxpayer by withholding federal funds from medical practitioners, hospitals, clinics, surgery centers, or other providers that continue to engage in chemical castration and mutilation of minors. It also prevents any taxpayer funds from being used for these purposes.
